Die Diskussion um diese artwork des Gesellschaftskonzeptes wurde 1986 durch den Soziologieprofessor Ulrich Beck (1944) entfacht. In diesem Jahr veröffentlichte er sein Buch „Risikogesellschaft. Auf dem Weg in eine andere Moderne.“
Als solche bezeichnet er eine moderne Gesellschaft, in der die sozialen, politischen, ökologischen und individuellen Risiken aus einem industriegesellschaftlichen Fortschritt resultieren, der sich mehr und mehr den bestehenden Kontroll- und Sicherungsvorkehrungen dieser Gesellschaft entzieht. Somit thematisiert er additionally auch die Frage, wie mit derartigen Risiken umzugehen ist.
Ziel seiner Gesellschaftstheorie warfare die Verknüpfung des Handlungs- und des Strukturaspektes (vgl. Treibel 1993, S. 220).
Man kann annehmen, dass dieses Gesellschaftskonzept unter den heutigen regionalen aber auch globalen Gefährdungslagen der Bevölkerung regen Zuspruch erhält.
